The seminar on “national land space planning and comprehensive ecological management” was successfully completed.

June 21-23, 2019, sponsored by the Industrial Reform and Enterprise Development Committee of the China Economic System Reform Research Association, Chengbang Design Group Co., Ltd. and Zhejiang Provincial Town Construction and Development Research Association, Zhejiang Tourism Association Tourism Planning Branch and other units hosted The “National Land Planning and Integrated Ecological Management” seminar and the launching ceremony of the New Land and Space Promotion and Think Tank Alliance were held in Hangzhou. A number of national experts, industry instructors, leading professionals in the industry gathered together, and more than 100 planning designers from all relevant units across the country participated in the seminar.


Opening ceremony




The opening ceremony was hosted by Jin Pingbin, director of the Institute of Urban and Regional Development of Zhejiang University. Chen Dequan, president of Zhejiang Institute of Economics and Trade, Chen Ming from Natural Resources Planning Department of Zhejiang Provincial, and Yang Fengying, Executive Dean of Chengbang Design Group Co., Ltd. also addressed the opening ceremony respectively.
President Chen Dequan first expressed his sincere welcome to the experts and guests present at the event and introduced the general information of the school. He said that he will use the opportunity of holding seminars to enhance exchanges and cooperation with all units. In the future, he will give full play to the advantages of universities for the new national space revitalization and think tank alliance, actively explore cooperation paths, and do everything possible to provide services for the new national land planning in Zhejiang Province. And wish the workshop a great success!
Chen Ming reported to the participants on the implementation of the the national land space planning in Zhejiang Province. He said that Zhejiang, as an advanced model province for urban and rural planning, will face even more arduous tasks and assume more important responsibilities in the era of new national land and space. The preparation work on national land and space in the later period will focus on “the opinions on the establishment of the national land planning system and supervision of the implementation of the national land” from CPC Central Committee, actively promoting the preparation of the national land space planning, and establish a management platform to improve the “blueprint of national land planning”, and explore new modes and new methods of land planning in Zhejiang Province.
Dean Yang Fengying welcomed the arrival of the participants and expressed the original intention of Chengbang Ecological Environment Co., Ltd. and Chengbang Design Group Co., Ltd. to undertake the seminar. She said that the company as a total solution service operator of the eco-environment has a close relationship with the new national  land and space planning in the process of rural operation, cultural tourism development and ecological governance services. It is hoped that through the seminar, the new era of national land planning will be explored therefore promoting the coordinated development of the industry.

Subsequently, Li Xing, Secretary General of the Zhejiang Provincial Villages and Towns Construction and Development Research Association, presided over the signing ceremony of the New National Land and Space Promotion and Think Tank Alliance. Chengbang Design Group Co., Ltd., Zhejiang Village and Town Construction and Development Research Association, Zhejiang Tourism Association Tourism Planning Branch, etc. pressed the fingerprint on the contract reel. This marks the official start of the new national space revitalization and think tank alliance, where member units will share industry resources, lead the industry to coordinate development, and further promote the construction of ecological civilization.

Qiang Zhen, vice-director of the Planning Institute of the Institute of Land and Resources Economics of the Ministry of Natural Resources, interpreted the newly released "Opinions on Establishing a National Land and Space Planning System and Supervising Implementation" and the "Work Notice" of the Ministry of Natural Resources from the policy perspective ,proposing that national land and space planning is the optimal coordinating of space development and the protection of various needs, and strengthening the national land space planning has a leading role in various spatial allocations. He believes that the key to the preparation of national land spatial planning is to uniformly allocate and control the whole national land and space, and specifically analyze the current national space and other major issues such as global climate change, local ecological degradation, economic and social sustainable development, urban-rural imbalance and policy mechanism barriers, and focus on the allocation and control of seven types of space, namely the ecological space with strict protection and comprehensive development, the agricultural space serving rural revitalization strategy, the urban and rural construction space for promoting regional synergy development, the benchmark mining space based on national resource security, the historical and cultural space for protection and limited development, the coastal zone and marine territory managed by land and sea and the border space.
In addition, from a practical perspective, he also explained the compilation of frameworks of various content such as ecological space, cultural landscape tourism space, urban and rural construction space, and industrial space through a large number of representative cases in developed countries and regions, emphasizing the need for space protection on the basis of ecological value, social value and economic value.



Dong Guanzhi,  professor at Jinan University and director of the Tourism Research Centre of Shenzhen Tourism College of Jinan University, discussed the impact of this opinion on tourism planning around the “Opinions on Establishing a national Land and Space Planning System and Supervising Implementation” and predicted the basic direction of tourism planning. He pointed out that tourism planning is an important part of national land planning, which runs through entire course of the planning. Since the national land and space planning is the policy and general regulation for the development, utilization and restoration of national land and space, tourism planning should follow the technical standard of the “national land and space planning”. At the same time, through the analysis of the development history of tourism, he proposed that the long-term tourism cycle is superimposed short-run shock, and from the perspective of geographical diversity, cultural diversity, factor rheology, and the reality, the new cycle of tourism needs transformational values. The analysis of specific cases of operating modes such as single scenic areas, county economy and industrial clusters puts forward the view that the tourism industry chain is moving towards the commercial ecosystem. He firmly believes that this is milestones and new waves of a new era and every planner and designer should take on the responsibility of leading a new era of land and space planning.



Cong Jiyan, Secretary General of ERA Ecological Restoration Industry Alliance of Zhejiang University, firstly combined with the operation mode of Zhejiang University ERA Alliance to inspire members of the “New Space Land Revitalization and Think Tank Alliance” to strengthen communication, exchange and cooperation, and to give full play to the resource advantages of all parties, and establish experts, enterprises, etc. database and make the best allocation of resources as an important support for “bringing projects horizontally and creating benefits vertically”. Through the three-chain linkage of the aggregation of industry chain, the division of work chain, and the realization of value chain of value chain, we will create an integrated innovation platform of “politics, production, research, and study and utility” and do the community of “national land and space planning and comprehensive ecological management".

Focusing on the theme of “structuralization of ecological restoration”, Cong pointed out that the emergence of ecological problems lies in that it goes beyond environmental carrying capacity, and cites a large number of case studies, demonstrating that in the current state where ecological governance is limited by funds, assessment, growth, professionals and technology, the only solution to ecological restoration is to realizes the innovation that turned the technology from single governance to comprehensive governance, the system from link governance to chain governance, the kinetic energy from individual promotion to comprehensive empowerment, together with the formation of industrial chain aggregation, operation chain division, and value chain landing.




Zeng Yu, deputy director of the National Development and Reform Commission's Urban Center Planning Institute, presented the dynamics of policy changes through time series and explained the China's direction to the national land planning. He believes that the "Opinions on Establishing National  Land and Space Planning System and Supervising Implementation" issued by the Central Committee of the Communist Party of China recently merged various plans in the past into a unified land-based spatial plan, achieving "multi-regulation" and is the top-level design of the overall situation. The "Opinions on Establishing National  Land and Space Planning System and Supervising Implementation" advocates the use of technological means to promote reforms in all areas and the development in the new era, and to resolve issue of  mechanisms, systems, and efficiency governance. The core is to establish a bottom line of thinking and optimize the development pattern of the national space, that is, to achieve the unity of protection and development, and ultimately achieve higher quality, more efficient, more fair and more sustainable land development and protection.

Dean Zeng also analyzed the basic concepts and technical paths of national land planning with the example of spatial planning of Kaihua County, which he himself participated in. He pointed out that spatial planning should be based on the dual evaluation of resource and environmental carrying capacity and land development suitability. The three lines of ecological protection red line, permanent basic farmland red line and urban development boundary line should be based on the bottom line management thinking, forming three categories of urban, agricultural and ecological space with various planning elements stacked into the space planning base map. And it will finally form a plan, a blueprint and a system of integration of protection and development.





Yan Lijiao, professor of Zhejiang University and director of the Institute of Ecological Planning and Landscape Design of Zhejiang University, as the person in charge of the overall planning of China's beautiful rural construction in Anji County, he systematically explained his basic understanding of the three rural issues, the ten million projects and the two mountains theory strategy for revitalizing the countryside from his own planning and practical experience. He pointed out that rural revitalization is a systematic and long-term project. It needs to solve problems such as resource transformation and talent introduction. Formulating rural revitalization plans should base on national land planning, and integrate with industrial development, ecological environment, infrastructure and service system, social governance, cultural prosperity, organizational construction, etc.,promoting rural revitalization through planning, leading, ecological priority, government-led, urban-rural integration, and innovational mechanisms.






Pang Xuequan, professor at Zhejiang University and dean of the Zhejiang University Tourism and Leisure Research Institute, first explained the concept of “leisure” and “leisure science” from the academic view. He pointed out that "leisure" refers to the activity of individuals choosing a relatively free state, and obtaining a sense of pleasure in activities; while "leisure science" is a theory about the existence and change of leisure value. He said that in the urban spatial planning and design, making leisure a value orientation, and through the deep  exploration of the elements of characteristics, beauty, art, emotion, etc., the implement the concept of leisure, and establishment of a personalized and personal leisure space, will help to create a pleasing and comfortable urban space, enhance the image and taste of the city, and enhance the degree of urban internationalization.



Chen Anhua, chief engineer of Zhejiang Academy of Sciences, shared his own thinking and practice on the national land planning of rural areas. He believes that rural planning should be related to rural development. Instead of planning for individual villages, it is recommended to treat village planning with a broader perspective and then implement it into single village. At the same time, he pointed out that rural revitalization and new urban construction are mutually symbiotic relations, advocating the construction of a new urban-rural relationship of “urban and rural equivalents”, and realizing a dual-core driving model. He also emphasized that the key to the construction lies in the urban-rural interaction of resources, land, population and other factors, which will finally realize the "urban-rural integration development mechanism" proposed by the 19th National Congress.


Closing ceremony
