The seminar on “national land space planning and comprehensive ecological management” was successfully completed.
June 21-23, 2019, sponsored by the Industrial Reform and Enterprise Development Committee of the China Economic System Reform Research Association, Chengbang Design Group Co., Ltd. and Zhejiang Provincial Town Construction and Development Research Association, Zhejiang Tourism Association Tourism Planning Branch and other units hosted The “National Land Planning and Integrated Ecological Management” seminar and the launching ceremony of the New Land and Space Promotion and Think Tank Alliance were held in Hangzhou. A number of national experts, industry instructors, leading professionals in the industry gathered together, and more than 100 planning designers from all relevant units across the country participated in the seminar.
Dong Guanzhi, professor at Jinan University and director of the Tourism Research Centre of Shenzhen Tourism College of Jinan University, discussed the impact of this opinion on tourism planning around the “Opinions on Establishing a national Land and Space Planning System and Supervising Implementation” and predicted the basic direction of tourism planning. He pointed out that tourism planning is an important part of national land planning, which runs through entire course of the planning. Since the national land and space planning is the policy and general regulation for the development, utilization and restoration of national land and space, tourism planning should follow the technical standard of the “national land and space planning”. At the same time, through the analysis of the development history of tourism, he proposed that the long-term tourism cycle is superimposed short-run shock, and from the perspective of geographical diversity, cultural diversity, factor rheology, and the reality, the new cycle of tourism needs transformational values. The analysis of specific cases of operating modes such as single scenic areas, county economy and industrial clusters puts forward the view that the tourism industry chain is moving towards the commercial ecosystem. He firmly believes that this is milestones and new waves of a new era and every planner and designer should take on the responsibility of leading a new era of land and space planning.
Cong Jiyan, Secretary General of ERA Ecological Restoration Industry Alliance of Zhejiang University, firstly combined with the operation mode of Zhejiang University ERA Alliance to inspire members of the “New Space Land Revitalization and Think Tank Alliance” to strengthen communication, exchange and cooperation, and to give full play to the resource advantages of all parties, and establish experts, enterprises, etc. database and make the best allocation of resources as an important support for “bringing projects horizontally and creating benefits vertically”. Through the three-chain linkage of the aggregation of industry chain, the division of work chain, and the realization of value chain of value chain, we will create an integrated innovation platform of “politics, production, research, and study and utility” and do the community of “national land and space planning and comprehensive ecological management".
Focusing on the theme of “structuralization of ecological restoration”, Cong pointed out that the emergence of ecological problems lies in that it goes beyond environmental carrying capacity, and cites a large number of case studies, demonstrating that in the current state where ecological governance is limited by funds, assessment, growth, professionals and technology, the only solution to ecological restoration is to realizes the innovation that turned the technology from single governance to comprehensive governance, the system from link governance to chain governance, the kinetic energy from individual promotion to comprehensive empowerment, together with the formation of industrial chain aggregation, operation chain division, and value chain landing.
Zeng Yu, deputy director of the National Development and Reform Commission's Urban Center Planning Institute, presented the dynamics of policy changes through time series and explained the China's direction to the national land planning. He believes that the "Opinions on Establishing National Land and Space Planning System and Supervising Implementation" issued by the Central Committee of the Communist Party of China recently merged various plans in the past into a unified land-based spatial plan, achieving "multi-regulation" and is the top-level design of the overall situation. The "Opinions on Establishing National Land and Space Planning System and Supervising Implementation" advocates the use of technological means to promote reforms in all areas and the development in the new era, and to resolve issue of mechanisms, systems, and efficiency governance. The core is to establish a bottom line of thinking and optimize the development pattern of the national space, that is, to achieve the unity of protection and development, and ultimately achieve higher quality, more efficient, more fair and more sustainable land development and protection.
Dean Zeng also analyzed the basic concepts and technical paths of national land planning with the example of spatial planning of Kaihua County, which he himself participated in. He pointed out that spatial planning should be based on the dual evaluation of resource and environmental carrying capacity and land development suitability. The three lines of ecological protection red line, permanent basic farmland red line and urban development boundary line should be based on the bottom line management thinking, forming three categories of urban, agricultural and ecological space with various planning elements stacked into the space planning base map. And it will finally form a plan, a blueprint and a system of integration of protection and development.
Yan Lijiao, professor of Zhejiang University and director of the Institute of Ecological Planning and Landscape Design of Zhejiang University, as the person in charge of the overall planning of China's beautiful rural construction in Anji County, he systematically explained his basic understanding of the three rural issues, the ten million projects and the two mountains theory strategy for revitalizing the countryside from his own planning and practical experience. He pointed out that rural revitalization is a systematic and long-term project. It needs to solve problems such as resource transformation and talent introduction. Formulating rural revitalization plans should base on national land planning, and integrate with industrial development, ecological environment, infrastructure and service system, social governance, cultural prosperity, organizational construction, etc.,promoting rural revitalization through planning, leading, ecological priority, government-led, urban-rural integration, and innovational mechanisms.
Pang Xuequan, professor at Zhejiang University and dean of the Zhejiang University Tourism and Leisure Research Institute, first explained the concept of “leisure” and “leisure science” from the academic view. He pointed out that "leisure" refers to the activity of individuals choosing a relatively free state, and obtaining a sense of pleasure in activities; while "leisure science" is a theory about the existence and change of leisure value. He said that in the urban spatial planning and design, making leisure a value orientation, and through the deep exploration of the elements of characteristics, beauty, art, emotion, etc., the implement the concept of leisure, and establishment of a personalized and personal leisure space, will help to create a pleasing and comfortable urban space, enhance the image and taste of the city, and enhance the degree of urban internationalization.
